Importance of the Second Amendment

The Second Amendment states that the MPO must rank and recommend New MCPs for possible inclusion into the Five-Year Plan annually. It also lists the types of improvements that are eligible to receive surtax funding and provides additional guidance on the information needed by the Transportation Surtax General Counsel to complete the preliminary eligibility review. How to Submit a New MCP Application

The New MCPs Portal is where the MPO collects and maintains New MCPs application data. As project information becomes available, municipalities build their New MCP applications using this Portal and, once complete, may submit their projects to be evaluated and ranked annually.

At any time, municipalities may review previously submitted eligible New MCPs and provide additional information or withdraw applications from consideration. Municipalities can also develop and submit new projects for evaluation and ranking following the four-step process.

Eligible New MCP Improvements

The Transportation Surtax General Counsel conducts the preliminary eligibility reviews, and the Oversight Board the final eligibility reviews. The MPO ranks New MCPs and recommends those deemed eligible by the Transportation Surtax General Counsel. The MPO does not make eligibility determinations. All questions regarding the eligibility of a New MCPs application should be directed to the Transportation Surtax General Counsel.
