The Broward MPO’s Role in the Process

We work with participating municipalities to evaluate and recommend phases (design and construction) of New MCPs considering multiple criteria, including project ranking and available surtax funding. Once the annual 28-day open application window closes, the MPO ranks New MCPs, which then become candidates for funding to advance into the Five-Year Plan.

Your Role in the Process

Your efforts to support the MPO’s ranking and recommendation of MCPs are essential to successful project delivery. There are four key areas where you can help us during this upcoming cycle:

  • Review and gain a working understanding of the MPO’s policies and procedures used to recommend and rank New MCPs.
  • Become familiar with surtax project eligibility requirements outlined in Florida Statutes Section 212.055(1) and the New MCP eligibility criteria outlined in the Second Amendment.
  • Identify two or three projects that satisfy New MCPs eligibility requirements. The more developed these projects are, the better they will compete for funding recommendations.

What kind of improvements are eligible for surtax funding as a New MCPs?

The improvements eligible for funding are defined in the Second Amendment of the Interlocal Agreement (ILA). The MPO ranks New MCPs and recommends those deemed eligible by the Transportation Surtax General Counsel. The MPO does not make eligibility determinations. All questions regarding the eligibility of a New MCPs application should be directed to the Transportation Surtax General Counsel.

Are resurfacing and milling improvements eligible for the New MCP program?

Resurfacing and milling improvements are referenced in the Second Amendment, but funding requests are processed by Broward County directly, not the MPO. This is why resurfacing and milling are not included in the list of improvements within Step 1 of the New MCP application. All questions regarding the Resurfacing and Maintenance Program managed by Broward County should be directed to the MAP Administrator.

What is considered a traffic calming project?

Several online resources are available to help you better understand the types of traffic calming improvement available to your municipality. The Federal Highway Administration (FHWA) is one the best places to start. We recommend you begin with their Traffic Calming ePrimer.

When will the MPO open the New MCPs application period?

The application period to submit New MCP applications opens the second Friday in February. The New MCPs Portal will remain open all year long, except when under maintenance, but submittals only occur within the 28-day open application period.

What is an independent cost estimate (ICE)?

An ICE is either an estimate prepared by an organization independent of your municipality or an estimate prepared by you but reviewed and verified by another organization

What level of detail needs to be included in an independent cost estimate (ICE)?

The MPO recommends that ICEs included within each application phase should be the result of the previous pre-planning or design activity. New MCP applications requesting funding for:

  • Design – Attached ICEs must be the product of a previous planning effort (i.e., Preliminary Engineering).
  • Construction – Attached ICEs must be the product of a previous design effort (i.e., 100% Design, Signed and Sealed Plans).

What should be uploaded to a New MCP application with improvements requiring additional information (e.g., draining, streetlight, etc.), yet the design has not been completed to produce these documents?

The MPO recommends uploading statement(s) on official letterhead that all documents required by Broward County to execute a funding agreement will be provided as soon as the design is complete. It is also recommended that the statement confirms that these documents will be developed per the standards documented in the Second Amendment.

Will New MCPs applications received each year be considered a new ‘cycle’ or something else?

New MCPs do not maintain their ranking year to year. It all depends on the number of New MCPs applications the municipalities choose to submit for any given year. Application periods will be referred to by year, not by cycle.

Does a New MCP application developed and submitted during a previous open application period need to be resubmitted the following year for it to be ranked and recommended?

Yes, only those New MCP applications submitted during any given year are ranked and considered for recommendation into the Five-Year Plan.

What happens to my New MCP application after being ranked and recommended by the MPO?

The MPO submits a list of ranked New MCPs to the MAP Administrator on June 1st of each year. If funding is available, the MPO provides a list of recommended New MCPs within the budget provided by the MAP Administrator. This list is presented to the Oversight Board, who conducts an additional eligibility review before they’re submitted to the Broward County Commission for consideration into the Five-Year Plan.
