The Second Amendment states that traffic calming projects are eligible for Transportation Surtax funding (Section III.G). At their one-on-one meetings, several municipal representatives have asked what constitutes as a traffic calming improvement. The Federal Highway Administration (FHWA), in partnership with the Institute of Traffic Engineers (ITE), provides several online resources to help understand the types of traffic calming measures available and how to incorporate these elements into your projects.
- Introduction to Traffic Calming (https://www.transportation.gov/mission/health/Traffic-Calming-to-Slow-Vehicle-Speeds) – defines traffic calming and provides additional resources to learn more and includes examples of national best practices.
- Traffic Calming ePrimer (https://safety.fhwa.dot.gov/speedmgt/traffic_calm.cfm) – a free online review of current traffic calming practices, including a comprehensive list of traffic calming measures and technical information on all the measures.
- Traffic Calming Goals and Objectives (https://www.ite.org/technical-resources/traffic-calming/) – an overview of traffic calming goals and objectives and links to other helpful resources.
- Traffic Calming Measures Fact Sheets (https://www.ite.org/technical-resources/traffic-calming/traffic-calming-measures/) – a list of traffic calming measures and links to fact sheets on each measure.
Municipal representatives may use these resources to better define their projects within their New MCPs applications, which should help Broward County and the Oversight Board in their reviews to determine if an application is eligible for surtax funding.
